Government’s South Bank ‘Urban Development’ Plans

Leeds City Council has welcomed government plans for a major new “urban development” at South Bank, one of 12 areas across England earmarked for regeneration to boost housing supply and economic growth.

A government report suggested the South Bank district could deliver up to 13,000 homes and three million sq ft of commercial space. However, it is not yet clear how much of this would form part of the latest proposals, with the area already undergoing significant redevelopment.

A government spokesperson said ministers were “determined” to begin construction in at least three of the chosen locations during this Parliament, with Leeds South Bank described as one of the “most promising” sites. A final decision is expected next year.

Council Hails ‘Vote of Confidence’

Council leader James Lewis described the announcement as “a powerful vote of confidence in our city’s ambition and potential”. He added: “We look forward to seeing the proposals for South Bank develop further as we work closely with the government on the detail.”

The South Bank, on the southern side of the River Aire, stretches from Holbeck to Leeds Dock and spans an area the size of 350 football pitches. Leeds City Council said while much regeneration was already under way, the new “urban development” would extend into sites not currently covered by the flagship Aire Park scheme, which is due for completion in 2030.

Calls for Higher-Density Housing

Economic experts say the proposals could play a key role in tackling Leeds’ housing crisis.

Andrew Carter, chief executive of the think tank Centre for Cities, said: “Building more homes close to the city centre on sites like South Bank will be crucial to meeting Leeds’ full potential. This is a good example of a proposed new town that is in easy reach of lots of good jobs and addresses the need for higher-density development in big cities.”

He added that increasing density would help improve the supply of affordable housing in Leeds.

Housing Pressures in Leeds

According to the government report, housing affordability and quality remain “ongoing issues” in Leeds, with more than 26,000 people on the waiting list for housing and “an above-average rate of substandard housing” across the city.

The council has said further detail will be required from the government to define the exact boundaries of the South Bank project and how it will complement existing schemes.
